I have found that if downloading iTunes and reinstalling it regularly isn't a fix to the problem, or it produces the same or a new error. Sometimes the quickest repair is uninstalling the software and then reinstalling it.

The Uninstall:
The best way to uninstall iTunes is to go to the control panel in Windows XP, then "Add or Remove Programs" or "Programs and Features" in Windows Vista and 7.

In Windows Vista and 7, click on the Publisher header, this will sort the list alphabetically. Scroll down to Apple and you will find all of the installed Apple software grouped together, ready to be removed. I like to start with iTunes, followed by Quicktime, then the rest.
In Windows XP, you need to remove iTunes, then Quicktime, followed by Apple Software Update, Mobile Device Support, Bonjour and Application Support in any order.
If prompted to restart after an installation, choose restart later, we will restart once all of the software is removed.
If there is an IpodService.exe is in use error you can stop the service using the Task Manager. By pressing Ctrl-Alt-Del on the keyboard the task manager will launch (click Start Task Manager in Vista and 7). In the task manager window, click the processes tab at the top of the window. Scroll down to IpodService.exe, click on it, then click on "End Task" in the lower right of the window. Then attempt the uninstallation of the troubled software again.
Once all of the apple software is uninstalled, the system should be restarted to complete the process.

The Reinstall:
After the system restarts, we'll start our reinstallation by downloading iTunes. At this time the current version is iTunes 10.
Once the download is completed, double-click the installer icon to begin the installation process, if all goes well, the process will complete successfully and iTunes will be ready to use.
The Problems and a Fix:
When iTunes won't reinstall, or when the installation completes but the software still doesn't start, the best way to approach troubleshooting is by addressing one issue at a time. Now the problem with iTunes is that there are 7 msi packages within the iTunesSetup installer.
Lets start by extracting those msi packages.
- Step 1: Lets download a copy of WinRar.
Once downloaded, install the software using the default options. The shell integration features are the ones which we'll need in a moment. Make sure the "Integrate WinRAR into shell" and "Icons in context menus" boxes are checked.

- Step 2: Right-click on the iTunes installation file and select Extract to iTunes64Setup\ or Extract to iTunesSetup\

This will quickly extract all 7 msi packages to a folder with the same name as the iTunes installation file, it will be located in the same location as the installation file which keeps things simple and convenient.

- Step 3: Reinstall all of the iTunes programs one by one, saving Quicktime then iTunes for last.
I have never encountered a problem at this step however, if a problem does arise you can address the errors one at a time and it becomes much clearer when you know which component is causing the problem.
Finally, with all of the Apple programs reinstalled you can once again enjoy your music.
